About half of the state’s highway budget currently comes from federal sources, by the comptroller’s accounting. Kacy walks through the rest, the fuel taxes, registration fees, and sales tax revenue Texas already collects, and the moves the state has made to raise its own share, to show that keeping the roads paved is no obstacle to independence.
