Pandora’s Box, the FEMA Myth, and a County That Taxed Its Own Disaster

Daniel Miller opens this Late Night Coffee Talk nursing a headache and a brimming inbox, and the questions arrive in batches of three. A recurring theme runs underneath nearly all of them: people are afraid of what comes after a yes vote. He keeps pulling the conversation back to the same ground. The fear of a 1861 repeat is a 19th-century answer to a 21st-century question, and the way to avoid that fate is precisely the lawful, transparent, process-bound path the TNM insists on. Stay above board, dot every i, and you deny the federal government the excuse it would need to drop the hammer.

Two stretches turn sharp. On the economy, Miller dismantles the claim that Texas is a net receiver of federal money, putting the annual overpayment at roughly 103 to 160 billion dollars, enough, he says, to eliminate property taxes outright and still run a surplus. He then ties that to the night’s angriest segment. According to a report he attributes to Terry Hall of TURF, Kerr County used its flood state-of-emergency declaration to bypass the voter-approval trigger and raise property taxes by 8 percent while the rest of the state was sending help. He calls it the most anti-Texan thing he has seen, demands to know what the Republican Party of Texas will do about commissioners wearing its jersey, and promises to run the claim down himself.

The personal note lands when Gerald asks how an independent Texas would have handled the floods. Miller, who lives on the coast and has been through Rita, Ike, and Harvey, answers from experience: exactly as it is being handled now, by Texans. FEMA, in his telling, is more hindrance than help, down to refrigerated trucks of donated ice in a Beaumont parking lot left to spoil because the agency would not let anyone distribute it.
