Texas courts. The Texas Supreme Court ruled Friday that a divorce a Houston man obtained through a talaq proceeding in Pakistan, without serving his wife or telling her, is not entitled to comity in a Texas court, according to the court’s opinion in Azhar v. Choudhri. The couple had built more than $100 million in community assets during the marriage. The only notice he gave was a publication in a small Pakistani newspaper five days before the proceeding. “The notice in this case, involving five days of publication in a single obscure outlet, does not suffice,” the unsigned opinion said. The court reversed the First Court of Appeals and sent the case back to the Harris County trial court. Justices Huddle and Young did not take part.
Water. The Texas Commission on Environmental Quality approved an offshore discharge permit for the Port of Corpus Christi’s Harbor Island desalination plant, which completes the permits the project needs, KRIS 6 News reported Wednesday. The plant would turn Gulf water into up to 100 million gallons of fresh water a day. The port will give up a smaller nearshore discharge permit it received in late 2022.
Grid. State Rep. Brad Buckley of Salado asked ERCOT to explain why its 2024 Regional Transmission Plan called for about 59,200 megawatts of new generation to meet 2030 demand while the Permian Basin Reliability Plan, which ERCOT used to justify three 765-kilovolt lines to the Permian, called for about 17,170 megawatts, in a September 22 letter filed with the Public Utility Commission. Buckley wrote that the gap was so wide “that it is difficult to imagine that both models are using anywhere near the same load forecast.”
Flock cameras. The College Station City Council voted 4-2 Thursday to renew its contracts with Flock Safety for the city’s 84 license plate cameras, KBTX reported. More than 25 residents signed up to speak, and most asked the council to end the contract.
Prediction markets. The Sixth Circuit Court of Appeals ruled unanimously Friday that Ohio and Tennessee may apply their gambling laws to Kalshi’s sports-event contracts, according to the court’s opinion. The panel held that Kalshi had not shown the contracts are swaps under the Commodity Exchange Act, the category that falls under the Commodity Futures Trading Commission’s exclusive jurisdiction. The ruling conflicts with a Third Circuit decision for Kalshi in New Jersey.
Wales. Prime Minister Andy Burnham ruled out giving the Welsh government the power to hold an independence referendum and said the UK Parliament must have a say on the question, the BBC reported Friday. First Minister Rhun ap Iorwerth had said he would seek the power, though he ruled out holding a vote before the Senedd election in May 2030.
